Spectrum 1 News: Texas Foster Parent Shortage
"Right now, there are close to 20,000 kids in the custody of the state. That's according to the Texas Department of Family and Protective Services. Now there is growing concern for a shortage of foster parents with many children unable to find placements with foster families here in Texas."
